ANA unveils Lisbon airport project with €7.9bn-€8.9bn cost
ANA has presented the technical design for Lisbon’s new airport, with an estimated cost of €7.9 billion to €8.9 billion, advancing one of western Europe’s biggest infrastructure projects.
ANA, Portugal’s airport concessionaire, has presented the technical project for Lisbon’s new Luís de Camões airport and released the first preliminary images of the scheme, in a step that advances what the company describes as one of the largest infrastructure projects planned in western Europe. The project carries an estimated construction cost of between €7.9 billion and €8.9 billion at 2024 prices.
Chief executive Thierry Ligonnière said ANA submitted the technical report for the new Lisbon airport on July 16, within the deadlines set under the concession contract. He called it a “crucial stage” that makes visible the work carried out since early 2025, after the main features of the infrastructure were defined, adding that more than 250 highly specialised people worked on the project.
According to the environmental report, the revised cost range compares with ANA’s initial estimate of €8.5 billion disclosed in January 2025. ANA said it will submit the airport’s 5,000-page environmental impact study to the Portuguese Environment Agency by the end of this month. In January next year, the concessionaire must also deliver a financial report setting out the funding solution and confirmation of financing availability.
The project now moves into a sensitive phase for investors and the Portuguese state, as the government is due to negotiate financial terms with ANA, including duration, fees and revenue sharing. The concession contract will have to be changed, and the government has challenged ANA’s earlier proposals, including a 30-year extension of the concession and airport fee increases between 2026 and 2030, while warning it could take back the concession if no agreement is reached.
If a deal is secured, ANA must submit the full application for the new airport in January 2028. The concessionaire’s initial timetable points to the Luís de Camões airport entering into operation in 2037, although the government wants to bring that forward to 2035, with construction taking place between 2029 and 2034.
