Transatlantic Talks: Arrow Global and Start Campus step up investment in Portugal with ambitions for Spain
Investment groups Arrow Global and Start Campus are reinforcing their commitment to Portugal and signalling ambitions to expand into Spain, part of a broader strategy to scale operations.
Portugal remains a core investment geography for Arrow Global, which already manages a significant portfolio in the country and plans to continue deploying capital across sectors such as real estate, tourism and credit. The firm sees the Portuguese market as a strategic base for further expansion into Southern Europe, particularly Spain.
At the same time, Start Campus — the developer behind large-scale data centre infrastructure projects in Sines — is positioning Portugal as a hub for transatlantic digital connectivity, with potential to extend its footprint internationally. The company has been investing in next-generation data centres powered by renewable energy, in response to rapidly growing demand for computing capacity in Europe.

Portugal as a strategic platform
Both companies highlighted Portugal’s role as a platform for growth, citing factors such as geographic positioning, access to renewable energy and a favourable investment environment.
For Arrow Global, the country represents one of its largest investment markets, with plans to continue scaling existing assets while evaluating new opportunities. For Start Campus, Portugal — and particularly Sines — is seen as a gateway linking Europe with global data networks.

Expansion into Spain
Looking ahead, both groups are targeting Spain as the next step in their Iberian strategy. The proximity and scale of the Spanish market are viewed as natural complements to their operations in Portugal, allowing for greater diversification and growth.
This cross-border ambition reflects a broader trend among investment platforms seeking to operate at regional rather than purely national scale, especially in sectors such as infrastructure, real estate and digital assets.
Sector outlook and investment themes
The discussions — held as part of the “Transatlantic Talks” forum — also pointed to key investment themes shaping the market, including digital infrastructure, energy transition and the increasing importance of data-driven economies.
Start Campus, in particular, is betting on the continued expansion of data centre capacity, driven by artificial intelligence, cloud computing and rising energy demands associated with digitalisation.
