ANA submitted expansion plan for Lisbon Airport with “all investments” for 45 flights/hour

With the remodelation works, the capital’s airport will expand its activity to 45 movements per hour in order to meet the increase in passenger demand in the coming years.

ANA – Aeroportos de Portugal submitted its final report on the expansion of capacity at Humberto Delgado Airport in Lisbon to the government. The document, whose delivery deadline had been postponed to the end of July, was received by the Executive on 1 August and aims to increase the declared operational capacity of that infrastructure to a maximum of 45 movements per hour, enabling it to respond to growing demand until the new airport comes into operation.

“On 1 August, the Government received from ANA – Aeroportos de Portugal the Report on the Expansion Plan for Humberto Delgado Airport (AHD), as determined in Council of Ministers Resolution No. 67/2024 of 27 May”, the Ministry of Infrastructure said in a statement, noting that “the concessionaire’s proposal includes all the investments necessary to expand the declared capacity”

Last June, the Government had extended until 31 July the mandate and deadline for the submission of the final report by the monitoring group for the expansion of the capacity of Humberto Delgado Airport.

“It is urgent that we do not waste a single day in relation to the new airport, so that in 10 years’ time we can inaugurate the new airport and dismantle Portela airport. But until then, we must ensure that the limitations we have at Humberto Delgado are minimised and that we provide all users and professionals of this infrastructure with the best conditions of comfort and safety”, the Ministry of Infrastructure said in the same statement.

The expansion plan for the current Lisbon airport aims to adopt a set of measures designed to strengthen the capacity of Humberto Delgado Airport, so that the airport infrastructure can respond to the growing demand for air traffic until Luís de Camões Airport comes into operation, which is expected to happen in about ten years.

“These measures, provided for in Council of Ministers Resolution No. 67/2024, include the development of a phased investment plan for all necessary subsystems to increase the airport’s declared operational capacity to a maximum of 45 movements per hour”, the statement explains.

The Executive also states that, “given the complexity and technical specificity of the matter, it has asked the competent authorities in the sector to assess the plan presented, with a view to its possible validation”. Following this validation and approval by the Government, ANA will prepare an Environmental Impact Study, which will then be submitted to the Portuguese Environment Agency.

Last month, Minister Miguel Pinto Luz also announced that the Government had approved the transfer of the Figo Maduro Air Force from Lisbon Airport to the Montijo air base, which will undergo adaptation works worth €30 million by 2028, a decision aimed at strengthening the capacity of Humberto Delgado until the opening of the new airport to be built in Alcochete.
